Letter to Miner, Lawrence and Co., 1846.

Buchanan writes to Miner, Lawrence and Co. of New Haven, Connecticut, in response to a letter from Capt. Ezra S. Porter, regarding charges levied on the ship Helvetia by Alexander G. Abell, former consul to Hawaii. Buchanan states that the Department of State is neither obligated nor authorized to redress or compensate losses, and discusses the rights of U.S. consuls to charge and exact payments. Dated Washington D.C., October 31, 1846.
